The Conifer solves fuel hopper burning by using fuel with high moisture. I don't recall the range but if the fuel is too dry they moisten the fuel.

For the tar problem possibly a two staged burner scheme on the order of partial oxidation to reduce tar.

Possibly a sealed cover for the charcoal outlet. Water seal scheme?
